What the official IEDOM list shows
The Institut d'émission des départements d'outre-mer publishes the breakdown of the main banking institutions in the overseas euro area, based on its 2023 annual report. For Guadeloupe, no Crédit Municipal institution and no official pawnbroker appears in it.
Credit institutions recorded in the archipelago
The 2023 list cites in particular BNP Paribas Antilles Guyane, Crédit commercial de France, Bpifrance, La Banque Postale, BRED Banque Populaire, CEPAC, LCL, BPCE Factor, CFCM, BECM and the CRCAM de la Guadeloupe. None of these is a Crédit Municipal institution.
Finance companies and special status
Two finance companies, CMAG and SOMAFI-SOGAFI, complete the Guadeloupe landscape in 2023, together with the Caisse des Dépôts et Consignations, classed among institutions with special status. None of them is a Crédit Municipal institution according to this list.
A monopoly reserved for municipal institutions
Article L514-1 of the Code monétaire et financier entrusts the Crédit Municipal institutions, municipal public bodies for credit and social assistance, with the task of combating usury through loans secured on movable goods, over which they hold a monopoly.
Why no Guadeloupe municipality has one
A Crédit Municipal institution is created by a municipality. Yet no overseas municipality appears as the seat of such an institution in the sources consulted, whether the IEDOM lists or the Treasury archives, whose geographical references remain those of mainland France.
The Banque de France provides no overseas regime
Banque de France factsheet 221, dated May 2021, places the Crédit Municipal institutions among those licensed by the ACPR, without any specific provision for the overseas territories, the IEDOM or the IEOM. Nothing therefore makes up for the absence of a local institution.
Existing institutions are all in mainland France

An offer designed for deposit at a branch
The Crédit Municipal de Paris describes itself as open to all residents of Paris and the Île-de-France region and carries out appraisals on site. No source consulted confirms postal dispatch of items from Guadeloupe; ask the institution before making any trip.
What an institution would require during a stay in mainland France

Beware of improvised pawnbrokers
A Guadeloupe trader who buys gold or offers an advance against a deposited item does not have the status of a Crédit Municipal institution. The legal monopoly on loans secured on movable goods forbids presenting such a transaction as a public pawn loan.

Four centuries of history without a Caribbean presence
The Mont-de-Piété of Paris, authorised in 1637, received the pawnbroking monopoly on 6 February 1804, then became the Crédit Municipal de Paris on 24 October 1918. Its history page mentions no overseas territory.
