Tangible pledge: a movable item you hand over
A pawn loan rests on the physical handover of an item to the institution, which keeps it until repayment. The general terms of the Crédit Municipal de Paris as of 1 May 2026 say so clearly: pledged items can only be tangible movable goods.
The monopoly defined by article L514-1
Article L514-1 of the Code monétaire et financier gives the Crédits Municipaux the monopoly on loans secured by tangible pledges, in order to combat usury. A plot of land, a house or shares in a property company are not portable tangible pledges.
Bordeaux puts it in black and white
The FAQ of the Crédit Municipal de Bordeaux explicitly excludes real estate from pawn loans, as well as securities such as shares or bonds. A title deed therefore cannot be deposited in place of an item.
A legacy dating back to 1918
The Monts-de-Piété were turned into Crédits Municipaux on 24 October 1918, then brought into the banking system by the law of 24 January 1984. Their pawn lending covers objects, not mortgaged property.
Public status confirmed in 1992
The law of 15 July 1992 confirmed that these institutions are municipal public establishments for credit and social assistance. This role explains a fast loan with no income requirement, but also its scope, limited to items of value.
Personal loans from the Crédits Municipaux
Some institutions also offer conventional credit. Bordeaux offers personal loans without a pledge up to 75,000 euros, with a cooling-off period of 14 calendar days; these are credits distinct from lending against an item, with no goods deposited.
The lifetime mortgage loan for homeowners
For an individual who wants to borrow against their home, the official route is the lifetime mortgage loan (prêt viager hypothécaire), presented in a practical sheet from the Ministry of the Economy. That sheet was not read for this guide: check its conditions with a lending institution.
Property leasing for business premises
The Banque de France defines property leasing as the rental, by a financial institution, of a property for business use, generally over 10 to 20 years. It finances company premises, not a household's cash needs.
Lease-back: selling in order to rent back
With a lease-back, a company sells a building to a leasing company, which immediately rents it back, according to Banque de France sheet 415 of May 2021. The solutions for entrepreneurs go into these techniques in detail.
What in the house can be pledged
If the walls cannot, the contents can serve as a pledge: the Crédit Municipal de Paris accepts, among other things, period or designer furniture, paintings, silverware and valuable rugs. The list of items accepted as a pledge sets out the conditions.
Beware of "property pawn loans"
An advert offering a pawn loan secured on a house falls outside the institutions' monopoly, as they do not carry out this operation. Check that the lender is an authorised institution and that the operation is correctly described in the contract.
Summary before looking for finance

- For a small sum quickly, list the household's items of value that could be deposited with a Crédit Municipal.

Common confusions around property
- Bringing a notarial deed or title deed to the Crédit Municipal in the hope of getting a pawn loan on your house.
- Offering shares or bonds as a pledge in Bordeaux, when the institution excludes securities.
- Signing with an intermediary advertising a "property pawn loan" without checking that it is an authorised institution.
- Mistaking a Crédit Municipal personal loan for a pawn loan: it involves no pledge and opens a 14-day cooling-off period.

Can I take out a pawn loan with my house?
No. The pawn loans of the Crédits Municipaux only cover tangible movable goods handed over physically, according to the Paris general terms. Bordeaux expressly excludes real estate. To borrow against a home, you need to turn to a mortgage loan.
What alternative is there for borrowing against my home without selling it?
The lifetime mortgage loan, presented in a practical sheet from the Ministry of the Economy, allows an owner to borrow with the loan secured by a mortgage. Its conditions are set by the lending institution and must be checked case by case.
Can a company use its premises as security?
Not through a pawn loan. The Banque de France describes property leasing, over 10 to 20 years, and lease-back, where the company sells its building to a lessor who immediately rents it back, freeing up cash.
Are shares or company holdings accepted as a pledge?
