Pawn loans in Réunion: no Crédit Municipal on the island

There is no Mont-de-Piété in Réunion: the list of banking institutions established on the island, published by IEDOM for 2023, mentions no Crédit Municipal, the only institutions authorised in France to grant loans against pledged personal property.

What IEDOM finds for the island

The Institut d'émission des départements d'outre-mer publishes the breakdown of the main banking institutions in the overseas euro zone, based on its 2023 annual report. For Réunion, this list contains neither a Crédit Municipal nor any other pawn loan provider.

Banks listed in Saint-Denis and elsewhere

The credit institutions present in 2023 are BFCOI, BNP Paribas Réunion, Bpifrance, La Banque Postale, BRED Banque Populaire, CEPAC and the Crédit Agricole regional bank of Réunion. None of them offers a loan secured by depositing a piece of jewellery.

The island's finance companies

IEDOM also lists four Réunion finance companies in 2023: CFB, CMOI, SOREFI and BPCE Lease Réunion. None appears in the sources consulted as a pawnbroker; their business involves other forms of financing, which should be checked with each of them.

A dense network, already without pawnbroking in 2016

IEDOM's Note expresse No. 374, dated March 2016, described 22 institutions established locally, including 11 banks, and 248 branches. This document on the Réunion banking system makes no mention of a Crédit Municipal or of pawn loans.

The monopoly that shuts out everyone else

Article L514-1 of the Code monétaire et financier gives the Crédit Municipal institutions the task of "combating usury by granting loans against pledged personal property, over which they hold a monopoly". With no such institution on the island, no local operator can legally offer this service.

A matter for municipalities, not banks

A Crédit Municipal is a municipal public institution for credit and social assistance. No Réunion municipality appears as the seat of such an institution in the sources consulted, and the Treasury archives on the Monts-de-Piété cite only towns in mainland France.

Be wary of "pawn loan" advertisements

A shop on the island promising cash in exchange for depositing a piece of jewellery is not a Crédit Municipal. Selling gold to a buyer is a final sale, with no return of the item; a so-called private pledge falls outside the safeguards of the Code monétaire et financier.

Turning to an institution in mainland France

Mainland institutions work by having the item deposited at a branch. Crédit Municipal de Paris describes itself as open "to all Parisians and residents of Île-de-France"; before travelling, contact the chosen institution, for example Crédit Municipal de Paris, to learn its conditions for new customers.

Paperwork to gather before you leave

In Paris, a deposit requires photo identification, proof of address in France dated within the last three months and the bank details of a current account, all as originals. The full list appears on the page about documents for a pawn loan.

Mayotte, a neighbour in the Indian Ocean

The protections of an official pawn loan

In mainland France, Article D514-8 caps the loan at two thirds of the valuation, or four fifths for gold; if the sale does not cover the debt, nothing more is owed. These rules are summarised on the page about pawnshops in France.

Checking a lender before committing

The Crédit Municipal institutions are among the establishments authorised by the ACPR, according to Banque de France factsheet 221 published in May 2021. A Réunion lender absent from the IEDOM list and not authorised must not be confused with them.

What a Réunion resident considering a pledge should do

  1. Check the 2023 IEDOM list to confirm that no Crédit Municipal operates on the island before answering a local advertisement.
  2. Rule out offers from Réunion traders presented as pawn loans, which do not benefit from the legal framework of the Crédit Municipal.
  3. Identify a mainland institution and ask by phone or email whether it accepts a depositor living in Réunion.
  4. Prepare identification, recent proof of address, current account bank details and the item's invoices, all as originals.
  5. Deposit the item at a branch during a stay in mainland France, then reread the valuation slip and the contract before signing.
  6. Plan the redemption or renewal remotely, noting the due date so as to avoid the auction.

Is there a Crédit Municipal in Réunion?

Where can I get a pawn loan if I live in Réunion?

Only the Crédit Municipal institutions, all located in mainland France according to the sources consulted, may legally lend against a pledge. You must therefore approach one of them and check its conditions for new customers, as the item is deposited at a branch.

Can a Réunion jeweller offer a pawn loan?

No. Article L514-1 of the Code monétaire et financier reserves loans against pledged personal property to the Crédit Municipal institutions. A jeweller can buy your jewellery, but that is then a final sale and not a loan.

Can I send my item by post to a Crédit Municipal?
