Martinique: why no Crédit Municipal lends against pledges

Martinique has no Mont-de-Piété: no Crédit Municipal institution appears among the banking institutions recorded by the IEDOM for 2023, and in France these institutions hold the legal monopoly on loans secured on movable goods.

A direct answer for Fort-de-France and the island

Whether you live in Fort-de-France, Le Lamentin or Sainte-Anne, no Crédit Municipal counter is available on the island. The IEDOM document listing overseas banking institutions in the euro area mentions none for Martinique, based on 2023 data.

Three families of institutions, no municipal one

The IEDOM classifies players as credit institutions, finance companies and institutions with special status. In Martinique these include CMAG and SOMAFI-SOGAFI as finance companies and the Caisse des Dépôts et Consignations, but no Crédit Municipal.

Banks present on the island in 2023

BNP Paribas Antilles Guyane, Crédit commercial de France, Bpifrance, La Banque Postale, BRED Banque Populaire, CEPAC, LCL, CFCM, BECM and the CRCAM Martinique et Guyane make up the list of Martinique credit institutions used by the IEDOM.

The local Crédit Agricole is not a Crédit Municipal

The Crédit Agricole Martinique et Guyane regional bank is a mutual bank. Despite the word caisse in its name, it is nothing like a municipal public body for credit and social assistance and does not enjoy the monopoly on loans secured on movable goods.

What the Code monétaire et financier says

Article D514-1 authorises the Crédit Municipal institutions to grant any natural person loans secured on movable tangible goods. The chapter devoted to these institutions covers articles L514-1 to L514-4; no official source consulted reports an institution in Martinique.

A banking licence is essential

A Crédit Municipal institution operates after authorisation by the European Central Bank, under article L514-1, and appears among the institutions licensed by the ACPR. A Martinique business without that licence cannot offer a public pawn loan.

What Martinique residents cannot find locally

A genuine pawn loan relies on valuation by appraisers, an amount limited to two thirds of the valuation, or four fifths for gold, and payment of the surplus. See the items accepted for pawning in France.

Gold buying and consignment: different transactions

Counters that buy jewellery or watches carry out a sale, not a loan: the item does not return to its owner. Only a Crédit Municipal institution guarantees that a pledged item can be recovered by repaying capital, interest and fees.

What the Treasury archives reveal

The Ministry of Finance archives on Crédits Municipaux and monts-de-piété between 1821 and 1974 cite Avignon, Bayonne, Lyon and Paris, but no colony or overseas territory. These archives therefore record no Mont-de-Piété in Martinique.

French Guiana shares the same mutual bank

  1. Check the IEDOM list to confirm that no Crédit Municipal institution operates in Martinique before responding to a pawn loan offer.
  2. Distinguish gold buying, consignment and pawn loans: only the last lets you recover the item after repayment.
  3. If you are staying in mainland France, identify an institution near where you are staying in the national list of branches.
  4. Ask it by telephone whether a Martinique address is accepted and which items it takes as pledges.
  5. Bring the item, a valid identity document, proof of address and the invoice if there is one.

Is there a Mont-de-Piété in Fort-de-France?

No. No Crédit Municipal institution, the current name of the monts-de-piété, is recorded in Martinique in the list of banking institutions published by the IEDOM with 2023 data. No official source mentions a branch of a mainland institution on the island.

How can you obtain a pawn loan from Martinique?

Only the mainland Crédit Municipal institutions offer this loan, in principle through a deposit at a branch. Contact the chosen institution to learn its residence conditions; the sources consulted confirm no postal dispatch of items.

Does Crédit Agricole Martinique offer pawn loans?

No. The CRCAM Martinique et Guyane is a mutual bank. Loans secured on movable goods are reserved by article L514-1 of the Code monétaire et financier for the Crédit Municipal institutions, which are municipal public bodies.

Can Creole gold jewellery be pawned in Martinique?
