Mayotte and pawn loans: no local institution, no branch

Mayotte has no Mont-de-Piété: the IEDOM list of banking institutions, with 2023 data, mentions no Crédit Municipal institution there, the only bodies authorised in France to lend against movable goods, and the institutions present do not offer this type of loan.

Mamoudzou and Petite-Terre alike: no pledge counter

Neither in Mamoudzou nor in Dzaoudzi does any public institution lend against the deposit of a valuable item. The IEDOM document listing banks in the overseas departments and authorities of the euro area, 2023 data, cites no Crédit Municipal institution in Mayotte.

Six credit institutions recorded

For Mayotte, the IEDOM lists the BFCOI, Bpifrance, La Banque Postale, BRED Banque Populaire, CEPAC and the CRCAM de La Réunion. This Mayotte list, shorter than that of the Antilles, contains no public pawnbroking institution.

Mayotte served from Réunion by Crédit Agricole

Crédit Agricole is present through the Réunion regional bank, which serves Mayotte. It is a mutual bank, unrelated to the Crédit Municipal institutions, which are municipal public bodies for credit and social assistance.

The Caisse des Dépôts, the only special status

The Caisse des Dépôts et Consignations appears in Mayotte among the institutions with special status in 2023. Its institutional role does not include pawn loans to individuals, which fall exclusively to the Crédit Municipal institutions.

No institution in Réunion either

The neighbouring department is no exception: the 2023 IEDOM list mentions no Crédit Municipal there, and a 2016 note on Réunion's banking system makes no reference to pawn loans. See the page on the Mont-de-Piété in Réunion.

The text underpinning the monopoly

Article L514-1 of the Code monétaire et financier reserves for the Crédit Municipal institutions the granting of loans secured on movable goods, in order to combat usury. Lacking a Mayotte municipal institution, no local player can claim this framework.

An institution is a municipal creation

Crédit Municipal institutions are public bodies attached to a municipality. No overseas municipality, Mayotte included, appears as the seat of one in the sources consulted; the national network is presented on our page on Crédits Municipaux in France.

How an institution values an item

In mainland France, the valuation is entrusted to appraisers, judicial auctioneers appointed for three years, and recorded on a signed valuation slip. The process is described on the page on valuing a pledged item.

Renewing remotely after a deposit in mainland France

At the Crédit Municipal de Paris, renewal can be done remotely from 30 days before the due date, with online card payment up to €1,500. The general rules are detailed on the page on renewing a pawn loan.

Informal advances against jewellery

An individual or a shop that keeps a piece of jewellery in exchange for a sum is not providing a public pawn loan: no regulated appraisal, no legal ceiling, no guaranteed surplus. The institutions' legal monopoly forbids presenting this transaction as such.

What a pledge costs at a mainland institution

The rate is set by each institution; in 2026 the Crédit Municipal de Paris displays APRs of 4.25% to 9.90% depending on the band, plus a 1% storage fee above €500. The contract must state the APR.

Mayotte in the history of the monts-de-piété

The Napoleonic monopoly of 1804, the transformation of the monts-de-piété into Crédit Municipal institutions in 1918, municipal public status confirmed in 1992: none of these stages, documented by the Treasury archives, concerns Mayotte or the Indian Ocean.

  1. Check the IEDOM list: no Crédit Municipal institution is established in Mayotte or in Réunion.
  2. Refuse to hand any item to an intermediary promising a pawn loan without being a Crédit Municipal institution.
  3. If staying in mainland France, contact an institution in advance to learn its conditions on residence and items.
  4. Present yourself with the item, an identity document, proof of address and any invoice for the appraisal.
  5. Back in Mayotte, keep track of the due date and renew remotely if the institution allows it, as in Paris.

Can you get a pawn loan in Mamoudzou?

No. No Crédit Municipal institution is recorded in Mayotte in the IEDOM list of banking institutions, 2023 data. The banks present, such as the BFCOI or La Banque Postale, do not offer pawn loans, which the law reserves for these institutions.

Is there a Crédit Municipal in the Indian Ocean?

The sources consulted report none: neither Mayotte nor Réunion has a Crédit Municipal institution in the 2023 IEDOM lists. The 45 branches listed on the Crédits Municipaux website are located in mainland France and Corsica.

Who values an item at a Crédit Municipal institution?

Appraisers, judicial auctioneers appointed for three years by the institution's director, under article D514-2 of the Code monétaire et financier. They are answerable to the institution for their valuations if the sale does not cover the debt.

Can a Mayotte resident deposit an item at a mainland institution?

The sources set no general rule for the overseas territories. In Paris, the institution says it serves residents of the capital and Île-de-France and asks for proof of address in France. Ask the target institution before travelling.
