Pledging gold in Tunisia with the Ministry of Finance

In Tunisia, pawn lending is a public service of the Recettes des Finances: it covers gold items bearing the Tunisian hallmark, lends up to 60% of their value, from 60 to 300 dinars, at an annual rate of 8%.

A service provided by the tax administration

Tunisian pawn loans go through neither a bank nor a Crédit Municipal. The Ministry of Finance lists it among its other services under the heading Octroi d'un prêt sur gage, provided through the network of Recettes des Finances.

No Mont-de-Piété in the French sense

Our searches of the websites of the Central Bank of Tunisia and the public banks revealed no institution comparable to a Crédit Municipal. The scheme is run directly by the State, which distinguishes it from the banking model chosen in Algeria.

The Tunisian hallmark, the decisive condition

Only gold items bearing the Tunisian hallmark are accepted. A piece of jewellery without this mark, for example bought abroad and never hallmarked in Tunisia, does not meet the condition set by the ministry, even if it is solid gold.

Only one loan at a time

Applicants must not have another unrepaid pawn loan. In practice, you have to settle the current contract with the Recettes des Finances before applying for a new one, which prevents borrowers from combining several advances to get round the 300-dinar cap.

A valuation entrusted to an official appraiser

The value of the gold is set by an appraiser appointed by the administration, and the loan cannot exceed 60% of this valuation. No price per gram is published, unlike the rates displayed in France for a gold pawn loan.

Deliberately modest amounts

Loans range from 60 to 300 dinars according to the ministry's undated page, read on 9 October 2026. Beyond this cap, the Tunisian public service cannot meet a larger need.

An annual rate of 8%

Interest is set at 8% a year. The official page mentions no separate storage fee or appraisal charge; if they exist, they should appear on the documents issued by the tax office. Failing that, it is reasonable to ask about them.

Six months, then up to two years

Repayment is due within six months, and the loan can be renewed up to two years in total. This maximum term matches the French legal ceiling described on our page about the term of a pawn loan in France.

A written application on the official form

The procedure needs just two items: ID and a written application drawn up on the template supplied by the administration. No requirement for proof of address or income appears on the Tunisian Ministry of Finance page consulted.

What falls outside the scheme

Silverware, watches, electronics, vehicles and works of art are not covered by the service, which is limited to hallmarked gold. For these goods, no public lender was identified in Tunisia in the official sources consulted in October 2026, so we name none.

The fate of gold that is not repaid

The ministry's page details neither the procedure followed in the event of non-repayment nor any return of a surplus. It is best to ask the tax office what becomes of the jewellery after the final due date.

Tunisia compared with its neighbours

Tunisia and Algeria each have a public scheme with published figures, whereas in Morocco no official source consulted describes an offer for the general public. The Tunisian model, run by the State, has a much lower cap than Algeria's BDL.

Depositing gold at a Recette des Finances

  1. Check that each piece of jewellery bears the Tunisian hallmark, an essential condition for acceptance as a pledge.
  2. Make sure you have no other unrepaid pawn loan with the Recettes des Finances.
  3. Go to the tax office with ID and fill in the written application on the template supplied by the administration.
  4. Let the appointed appraiser value the gold; the loan granted will exceed neither 60% of this value nor 300 dinars.
  5. Repay within six months or request renewal, up to a total limit of two years.
  6. Keep the deposit receipt and ask what happens to the jewellery in the event of default before the final due date.
